City Engineer

GENERAL DESCRIPTION

This position provides daily Professional Engineering Services, addressing all known and unknown needs as they arise. This position is responsible for leading engineering coordination, review, and inspection of all new development projects with developers and engineers. This position also leads programs, manages projects, conducts public outreach, protects the City's interests, and self-starts initiatives with little supervision or oversight. This position reports to the Public Works Director.

ESSENTIAL FUNCTIONS

The following essential functions represent the primary duties of this position but should not be considered an all-inclusive list of responsibilities. Other duties may be required and assigned.

• Coordinates traffic and pedestrian safety concerns with Florida Department of Transportation (FDOT), Orange County Public Works Staff, Orange County School Board, local schools, and the City's Police Department.
• Interacts with various individuals, including, but not limited to, elected officials, staff, vendors, contractors, and residents. Creates and presents important information specific to the Engineering division.
• Develops and manages Stormwater, Water, Sewer, and Reclaimed budgets. Tracks expenditures, proposals, requisitions, change orders, budget transfers, invoices, and payments.
• Manages contracts with engineering consultants to perform Community Redevelopment Agency (CRA) Project Design, Traffic Engineering, Geotechnical Engineering, Structural Engineering, and Surveying.
• Leads engineering coordination, review, and inspection of all new development projects with developers and engineers.
• Supervises, leads, and mentors division staff. Develops and implements training.
• Prioritizes and responds to residents' concerns, including but not limited to high lake levels, drain well function, potential sinkhole formation, land clearing.
• Coordinates closely with Public Services Department on Traffic Engineering, Right-of-Way issues, and utility needs.
• Ability to establish and maintain effective and amiable relationships with leadership, supervisors, residents, customers, employees, other departments and agencies.
• Manages the City's Floodplain Program through the Federal Emergency Management Agency (FEMA) Community Rating System Program.
• Manages the City's Landfill Ordinance by performing weekly inspections of Vista Landfill and coordinating regulatory compliance and permit renewals.
• Represents the City on local committees, including the Orange County Community Traffic Safety Team, Student Pedestrian Safety Committee, Central Florida Floodplain Coordinators Group, American Society of Civil Engineers, and Central Florida Association of Environmental Professionals.
• Reviews and drafts various reports and creates Standard Operating Procedures (SOPs) and updates policies, procedures, and ordinances.
• Manage all aspects of the City's NPDES MS4 program. Responsible for daily permitting requirements, significant documentation, violation follow-ups, and annual reporting.
• Oversees the planning, development, programming, and implementation of a variety of projects, including large masterplans and Capital Improvement Plans involving Stormwater, Sewer, Water, and Reclaimed, grants, and construction projects.
• Responsible for hiring, annual evaluations, and employee relations/corrective action.
• Uses computers and other office equipment.
• Reviews architectural drawings, construction plans, and Engineers Estimates of Construction Costs. Reviews Construction Plan and Engineering Report submittals as part of the Development Review Committee.
• Manages the City's Concurrency Management System for Transportation, Water, and Sewer systems.
• Performs related duties as required.

KNOWLEDGE, SKILLS & ABILITIES

• Extensive knowledge of City Policies, procedure, programs, and applicable codes/ordinances.
• Skilled in leadership and management.
• Ability to apply mathematics and statistics.
• Knowledge of Board of Professional Engineers Laws and Regulations in Florida and other Florida Statutes related to Engineering.
• Ability to create and communicate innovative solutions.
• Advanced knowledge of Microsoft Office, including Excel, Word, and PowerPoint.
• Proven ability to communicate effectively both orally and in writing to a wide variety of audiences.
• Knowledge of industry trends and advancements in Engineering field.
• Ability to provide meaningful presentations to leadership team, committees, outside agencies and others groups as required.
• Knowledge of capital improvement program, emergency response, permitting, and FEMA.

MINIMUM QUALIFICATIONS

• Bachelor's degree within an Engineering field.
• Seven (7) years of experience in civil engineering.
• Florida - Registered Professional Engineer.
• FEMA Certified Floodplain Manager
• Valid Florida Driver's license. A valid out of state License is acceptable, but selected candidates must obtain and provide a valid Florida driver's license within thirty (30) days of start date.
• FDEP Certified Erosion and Sedimentation Control Instructor.

An equivalent combination of education and experience may be considered, provided that the education and experience are in a relevant and related field.

PREFERRED QUALIFICATIONS

• FDEP Landfill Operator.
• Three (3) years of supervisory experience.

JOB LOCATION

All City owned buildings, parks, grounds and recreation facilities. Any off-site locations and facilities utilized as part of the City's participation or involvement in an event, activity or job assignment.

• Physical Requirements: Prolonged standing, sitting, and walking. Occasional climbing, balancing, stooping, kneeling, crouching, or crawling, tasting or smelling, lifting up to 25 pounds, gripping or feeling with hands, and reaching with hands and arms.
• Environmental Conditions: Exposure to extreme weather, humidity, animals/wildlife, vibrations, machinery, and traffic hazards.
• Sensory Requirements: Some tasks require the ability to perceive and discriminate depth, visual cues or signals. Some tasks require the ability to communicate orally.
