CSEngineering is looking to add a Capture Manager to our growing team! The Manager will focus on areas that include Command & Control, Mission software, multi-domain operations, cloud computing & migration, Intel analysis, DEVSECOPS, and modeling and simulation. This critical role will include responsibility for all aspects of business development including pipeline development, capture planning, proposal writing, and account strategy.

JOB RESPONSIBILITIES

  • Work with CSE leadership to define target capabilities and markets to establish key USAF pursuits.
  • Learn and be able to speak fluently to CSE capabilities and technical differentiators.
  • Lead full life cycle capture management activities, including pipeline development, grooming, assessment, pursuit, capture, and bid processes.
  • Produce capture efforts, including associated proposals, throughout the entire capture/proposal process from opportunity identification to qualification, capture, proposal development to proposal submission
  • Lead and manage all internal and team stakeholder relationships (individuals, key people, teammates, working groups, etc.) to produce a discriminating offer that is compliant and responsive to RFP requirements and customer issues.
  • Coordinate external stakeholder relationships (customers, acquisitions, etc.) with business development and operations leads.
  • Formulate teaming strategy, and structure, and select teammates based on an analytical assessment via Capability Matrix of strengths/weaknesses against customer issues, SOW/RFP requirements, and competition using GAP Analysis.
  • Present capture plans, gate reviews, and proposal plans to the executive team and be receptive to constructive input.
  • Be actively engaged, at all levels, in developing the price to win based on an analysis of the incumbent's winning price and contract performance history, the customers' buying practices, and recent awards of similar contracts.
  • Understand and guide Solutioning and present to the Chief Growth Officer and other participants.
  • Be directly involved in the design of the technical and management solutions so they not only address customer issues and associated win themes but achieve the price-to-win working with the CSE CFO.
  • Performs additional duties and responsibilities as necessary to optimize PWin.
  • Work with CSE leadership to define target capabilities and markets to establish key pursuits

  • Lead full life cycle capture management activities, including pipeline development, grooming, assessment, pursuit, capture, and bid processes
  • Conduct business intelligence and analysis activities to understand corporate capabilities/gaps, strategies, and win themes
  • Align pipeline to meet CSE annual growth objectives.
  • Meet with prospective government customers to exchange information, understand challenges, influence requirements, and share information on potential solutions.
  • Be a collaborative member of the CSE Growth Team with autonomy to build your team.

REQUIRED SKILLS AND QUALIFICATIONS

Security Clearance: TS/SCI Eligibility but active clearance not required.

  • 8 - 10+ years of experience performing business development and capture management and proposal writing activities.
  • Must have a Bachelor's degree.
  • Direct familiarity with various acquisition pathways (General Services Administration (GSA), One Acquisition Solution for Integrated Services (OASIS), Polaris, SEWP VI, eBuy, etc.
  • Demonstrated experience leading capture and Proposal efforts using GWAC task order contract vehicles.
  • Proven experience bidding/winning work with USAF.
  • Ability to direct, participate, and lead the Pipeline Management Process.
  • Experience developing and executing capture strategies for new business opportunities.
  • Strong relationships across multiple relevant organizations and subordinate organizations.
  • Demonstrated ability to lead and win business pursuits in the small business and SDVOSB markets.
  • Outstanding teamwork and collaboration skills to work with internal and external teams.
  • Strong relationships and demonstrated ability to work with senior business and government leaders.
  • Strong skills in oral and written communication.
  • Ability to participate in solutions and proposal writing activities.
  • Process oriented.
