The Organization:

Brushy Creek Municipal Utility District is home to 18,000+ residents. Formed initially as Williamson County Municipal Utility District No. 2 in 1977, BCMUD provides water and wastewater services, recreational activities, beautiful gardens, parks, and miles of trails through the Brushy Creek community. BCMUD operates four swimming pools, four tennis courts, and a disc golf course throughout the community.

At the heart of our District is the Brushy Creek Community Center. Our Community Center features two gyms, two racketball courts, weight room, rock wall, and recreational programming, including various fun activities, educational and fitness classes.

Senior Accountant:

The Senior Accountant plays a vital role in managing and optimizing the organization's financial operations. This position is responsible for the timely processing of bi-monthly payroll, ensuring accurate financial reporting, and maintaining compliance with GAAP and the District's safekeeping of assets policy. Reporting to the Accounting Manager, the Senior Accountant oversees month-end closings, prepares detailed financial reports, and provides support during financial audits

Essential Job Functions:

  • Manages all month-end close aspects, adjusting journal entries and GL reconciliations.
  • Prepares complex financial statements and reports. Applies advanced skills and knowledge of accounting and reporting requirements (GAAP).
  • Assesses internal controls, including risk assessments, and reviews risk areas.
  • Responsible for Continuing Disclosure submissions.
  • Liaises with the external audit firm to ensure the timely and accurate completion of the yearly financial audit. Explains policies and procedures to auditors and resolves audit differences.
  • Processes bond payments.
  • Assists with updating and maintaining accounting policies and procedures, including preparing internal control documentation.
  • Trains or assists in training, reviewing the work of, and providing technical assistance to the lower-level accounting staff, making ledger entries, completing reconciliations and trial balances, maintaining payroll, purchasing or travel records, and completing other accounting and bookkeeping work.
  • Oversees end-to-end payroll processing, ensuring accuracy and timeliness for all employees.
  • Reconciles payroll transactions to general ledger accounts and resolves discrepancies.
  • Ensures compliance with all payroll-related regulations, including federal, state, and local laws.
  • Manages employee benefit deductions, HSA/FSA contributions, garnishments, and retirement contributions.
  • Implements process improvements in payroll and benefits-related workflows.
  • Prepares quarterly and annual payroll tax filings, including W-2s and 1099s.

Minimum Education and Training Requirement:

  • Bachelor's degree in Accounting or Finance from an accredited university.
  • Minimum of 3+ years in accounting with 2+ years of payroll processing expereience.

Required Skills :

  • Proficient with Microsoft Office Suite or related software.
  • Proficient with MS Excel.
  • Effective verbal and written communication skills.
  • Excellent accuracy and attention to detail.
  • Thorough knowledge of budget development, implantation, and administration principles and procedures.
  • Ability to develop routine and non-routine comprehensive fiscal reports.
  • Strong ability to work as an individual but within the framework of a team.
  • Demonstrated commitment to valuing diversity and contributing to an inclusive working and learning environment.

Preferred Requirement :

  • Experience in integrating payroll systems with financial systems.
  • Comprehensive knowledge and understanding of the principles and practices of governmental administration in relation to accounting, purchasing, financial reporting, and Generally Accepted Auditing Standards.
  • 5 years of experience in governmental entities or a not-for-profit organization.
  • Advanced Excel or spreadsheet skills.
  • Experience with Enterprise Resource Planning software, specifically in MIP Fund Accounting and Microix.
  • Certified Public Accountant or Certified Management Accountant designation.
  • Grant Management knowledge.
  • Exceptional Customer Service relationship techniques.
